Officials with Roseburg Police say Belcher is charged with first degree rape, two counts of sexual abuse, harassment, menacing, and strangulation.

We asked police about safety in a case like this.

"Make everybody involved safe - that's one of our first priorities, so oftentimes we do separate people to gather statements and try to begin the investigation that way, in the safest way possible," said Roseburg Police Sgt. Dennis Chrisenbery.

Police are working with the district attorney's office on the case.
